As COP28 kicks off in Dubai, the atmosphere seems slightly more positive than previous conferences. This is partly due to some progress made in recent weeks and clarity on how things are shaping up. However, success cannot be guaranteed and will largely depend on the strong political will shown by wealthy nations at the meeting to make the tough and necessary decisions to ensure success.
Preparation for COP28 in Dubai
The countdown to the global climate conference COP28 has begun, with delegations from over 100 countries and representatives from thousands of trade associations, multilateral institutions, and of course, environmental NGOs arriving in Dubai, adding to COP28.
The Challenges Ahead
Meetings related to climate change face significant challenges, as wealthy nations must commit to cutting carbon emissions more aggressively than their current state. For decades, the wealthy world has agreed that historical pollution is their responsibility and thus they should reduce emissions in a more ambitious way than their nationally determined commitments or what has been achieved so far. However, in recent years, the Western world has seen a retreat from this principle and a push for similar ambitious reductions from developing countries, especially China, India, and Indonesia. Gaining support from wealthy nations for this principled perspective will be one of the biggest challenges facing Jaber at the meeting.
Climate Change Financing
The issue of climate change financing is another challenge being intensely discussed at COP28. For nearly 15 years, wealthy nations have failed to commit to providing at least $100 billion annually to developing countries to help them transition to clean energy and thus reduce their carbon emissions. At a time when Western countries have struggled even in good years to meet 70% of their commitments, the requirements have now risen significantly above the previous amount. Recent estimates indicate that developing countries will need nearly $1.3 trillion annually, about 20 times what wealthy nations have provided.
Preparations for COP28
As COP28 negotiations begin, there are enough positives for negotiators to focus on and achieve some early agreements that could get the ball rolling for the more difficult parts ahead. Heads of state can pave the way forward by reaching some quick but meaningful deals when they meet as part of the Heads of State meeting on December 1 and 2. If leaders are able to secure some breakthroughs, this will boost confidence in the rest of the upcoming negotiations.
