Senate Majority Leader Chuck Schumer (Democrat from New York) decided to postpone the congressional winter recess originally scheduled to begin on Friday in hopes of reaching an agreement on a bipartisan deal regarding border security and aid for Ukraine before the end of the year, just hours after the Biden administration urged “Congressional Republicans” to stay in Washington until the bill is passed.
Key Facts
Schumer announced on Thursday that senators would return to the Capitol next week, criticizing Republicans in a tweet that stated, “If they are serious about getting something done, they shouldn’t be in a rush to go home.”
Earlier on Thursday, the Biden administration also criticized Republicans for “undermining our national security interests — both domestically and around the world — because they prefer to go on vacation rather than perform their duties,” according to White House spokesperson Andrew Bates in a memo reported by Fox News.
It is unclear whether Schumer’s move aims to take the same approach with the White House and blame Republicans for not passing an aid package for Ukraine before the end of the year — or if there is a genuine hope for reaching an agreement.
Background
President Joe Biden requested Congress to approve a $105 billion package that includes $61.4 billion for Ukraine, $14.3 billion for Israel, and $14 billion for new border security measures. Republicans have refused to provide additional aid to either country unless it is tied to other demands, primarily a list of strict immigration controls, including new asylum restrictions, outlined in the border bill passed by the House known as H.R. 2. The aid packages are expected to be split and Ukraine’s funding linked to additional border security measures.
What We Don’t Know
If the Senate reaches a bipartisan agreement to provide additional funding for Ukraine or Israel, as Republicans have demanded to tie it to new border restrictions, it is unknown whether the House will return from recess to approve the bill.
