UN Security Council Resolution Calls for Humanitarian Aid to Gaza – Avoiding the American Veto

The United Nations Security Council approved a resolution on Friday calling for the immediate, safe, and organized delivery of humanitarian aid to Gaza, as the death toll in the war between Israel and Hamas continues to rise. The United States and Russia abstained from the vote, avoiding a U.S. veto after days of negotiations.

In its resolution, the Security Council called for the appointment of a UN official to oversee the distribution of humanitarian aid and to establish a system to expedite that aid. The resolution does not include direct calls for an immediate ceasefire, although it generally called for a “urgent and prolonged humanitarian pause and humanitarian passages,” as reported by several media outlets. A previous version of the resolution had demanded an “urgent suspension” of the conflict between Israel and Hamas.

The vote passed with a 13-0 margin after negotiations between the United States and the other members of the Security Council to avoid a veto on a resolution calling for a cessation of hostilities in Gaza. The United States is one of five countries with veto power in the Security Council, and it used this power earlier this month on a legally binding resolution for a ceasefire.

U.S. Ambassador to the UN Linda Thomas-Greenfield praised the resolution as a “ray of hope in an unimaginable sea of suffering,” although several media outlets reported that Thomas-Greenfield stated that the U.S. was disappointed that the resolution did not condemn the attack launched by Hamas on October 7 against Israel.

The resolution comes nearly 11 weeks after Hamas’s attack on Israel, where Israeli Prime Minister Benjamin Netanyahu declared war on Hamas hours later, preparing for a large ground invasion of Gaza. Amid widespread calls for a ceasefire and humanitarian aid for Gaza, Hamas and Israel agreed to a four-day ceasefire late last month, which was extended for two additional days on the condition that Hamas release the hostages it had taken in its October 7 attack and that Israel free Palestinian prisoners in its jails. During the ceasefire, Hamas released about 105 hostages, while Israel freed 240 Palestinian prisoners. Fighting resumed on December 1.
